The aircraft has not received initial approach instruction from APP (radio failure information was obtained from BTF ACC before the aircraft being transferred to SHE APP) :

 a) check the last ETA of aircraft experiencing communication failure;

 b) evaluate the existing EAT for the preceding aircraft on the lower level;

 c) if the difference between ETA of aircraft experiencing communication failure and EAT of the most preceding aircraft is less than specified aveage time interval), the holding aircraft shall be instructed to leave the IAF to other point which is horizontally separated with the IAF holding area.

 d) specify new EAT for the subsequent holding aircraft when necessary.

 e) recall the aircraft that has been instructed to leave IAF and will be resumed to make instrument approach after positive information has been obtained from SHE TWR and normal landing can be accomplished.
